What does this quote from V is for Vendetta mean?

To me, it's a comment on the modern day ruling cles and the disinformation and propaganda they use in order to keep the population fearful, obedient, and consuming the products that they want. And V just stood as an anarchist to this way of thinking....a revolutionist.
