What could cause my 1999 Astro van to suddenly lose power steering and power brake ist?

My serpantine V-Belt is still intact and I do not hear any whistleing on hissing noises from any leaking vaccuum hoses. The brakes seem to stop relatively well but it takes a great deal of force. Could it still be a vaccuum problem or is there something else going on?
