Is setting up a LLC outside your home state Legal?

It's internet sales and the problem is I live in Ca. which is over $800 /yr. for a LLC. Online search is inundated with shady companies but it seems like people get around it by setting up in Az. Is this legal? Are you still protected? Would a LLC in retail sales be unecessary since the manufacturer should be liable for any problems that arise with the product?
